Herbal Shampoo

1 tablespoon dry comfrey root
1 tablespoon dry rosemary
1 tablespoon dry chamomile
1 cup water
2/3 cup baby shampoo
1/3 cup powdered milk

** Steep herbs in hot water for an hour
** Strain then add rest of the ingredients
